The first series under German administration appeared in August 1941. The three identical stamps appeared in the denominations of 15 kopeks, 20 kopeks and 30 kopeks and show the Estonian coat of arms in addition to the nominal value and the bilingual national inscription. The catalog distinguishes between two different editions: Issue Y, published August 12, 1941: 15 kopeks brown, 20 kopeks emerald green and 30 kopeks black ultramarine, on ordinary paper.
