This block on first day cover was published on the occasion of the 200th anniversary of the independence of the USA in addition to the series "Successes and Projects in American Space Technology".

The airmail stamp of 25 Gs. shows a project by NASA for a manned laboratory vehicle to explore the surface of Mars with extended solar cells to generate electricity. In the background one of the two Martian moons, namely Deimos and two manned rockets taking off.

On the edge of the block we find the stylized surface of Mars, the coat of arms of the Republic of Paraguay and the Emblem of the American independence celebrations and the inscription 'INVESTIGACIONES PREVISTAS PARA ESTUDIAR LA SUPERFICIE DEL PLANETA MARTE POR MEDIO DE UN VEHICULO'.
